A blower fan may run for a brief while after the compressor motor has stopped but if the outdoor fan never stops check for a problem with the control board wiring or circuit. At the start of the cooling season a year ago the fan would not start.
The capacitor is the component that sends energy to.

The motor is only about 6 months old because i replaced. I tested the capacitor using fluke dmm. The compressor continues to run.

Ac unit (old) has been running fine until couple days ago. I replaced my fan motor and capacitor since my unit stoped working. As a result, the ac turns on and off immediately without going through a full cooling cycle.
When ac comes on the air handler blower runs for about 20 seconds then stops for 3 seconds then runs for about 20 seconds. I replaced my ac fan motor and capacitor and the fan motor still turns off intermittently. 1) your blower is getting bad, the motor starts out normal, as it get going the blower motor becomes hot and shut down 2) you have debris stuck in the blower fan, you need to locate the blower and clean the airway if it is clogged.
20 seconds is the give away here, telling me you have a single phase motor. Rv air conditioner fan turns on and off repeatedly. If your ac has stopped blowing air, has weak airflow, or you hear unusual noises, do a quick inspection of the fan motor.
I turned the thermostats heat switch off & the cool switch off and turned the fan switch from auto to on & the blower motor did the same thing, blower runs for about 20. Heater blower motor starts off blowing then slows down then stops. One for the condenser fan motor and another for the compressor.
